Dr Samuel Paul (1930 - 2015)
Founder and Former Director & Chairman 

Dr Paul was the Founder of Public Affairs Foundation and was its Director & Chairman from the Foundation's inception in 2003 till he passed away on 26th October 2015.

He was also the founder and former Chairman of Public Affairs Centre (PAC) Bangalore, a non-profit think tank known nationally and internationally for its work on governance and public accountability, in which he pioneered the creation of Citizen Report Cards (CRCs), a tool for social accountability. Other organizations that he helped launch are the Coalition Against Corruption and the Children's Movement for Civic Awareness.
Dr Paul held an Honours Degree in Economics from Madras University and a Doctorate in Economics from the University of Syracuse, USA. He had a long and distinguished career as a scholar, economist, governance expert, institution builder, and social activist. He was a professor and then the Director of Indian Institute of Management - Ahmedabad. He taught at the Harvard Business School, Harvard University's Kennedy School of Government, and Princeton University's Woodrow Wilson School. He had been an Advisor to the World Bank, UNDP, ILO, and other international organisations. He served on the Boards of State Bank of India (SBI), Industrial Finance Corporation of India (IFCI) and on several Government of India committees. He published widely and some of his recent books include "Paradox Of India's North South Divide", "Fighting Corruption: The Way Forward", and "A Life And Its Lessons: Memoirs".

Dr Paul was the first Asian to be honoured with the Jit Gill Memorial Award by the World Bank. He was a recipient of the Fred Riggs Award of the American Society of Public Administration, and the Nohria Award of the All India Management Association. In 2004, in recognition of his public service and immense contributions, Government of India conferred the "Padma Shri" award, one of the highest national, annual civilian honours.

Dr P V Shenoi
Former Director

Dr Shenoi is one of the co-founders of Public Affairs Foundation and was its Director from the Foundation's inception in 2003 till 24th August 2015.

He holds an Honours Degree in Commerce from Madras University; a Master's Degree in Development Economics from Williams College, Massachusetts USA; and a Doctorate in Economics from Jadhavpur University, Calcutta. He spent over twenty years as Secretary to the State Government of West Bengal and the Government of India, primarily in the area of Agricultural Development. He has written a book on Agricultural Development, published several reports, and has been awarded the prestigious Norman Borlaug Gold Medal for "Outstanding Services to Indian Agriculture".

Dr Shenoi has been an Advisor to the Government of Papua New Guinea; an Assistant Director General at the International Crops Research Institute for Semi-Arid Tropics, (ICRISAT), Hyderabad; a Consultant to the World Bank on their projects in Kenya, Ethiopia, Tanzania; a Consultant to the Commonwealth Secretariat in London for evaluating their projects in several countries in the South Pacific; Chairman of the Board of Agricultural Finance Corporation (AFC); Member of the Board of IDBI Bank Ltd, Chairman of the Research Advisory Council of two Institutes of the New Delhi based Indian Council for Agricultural Research (ICAR) - Indian Agricultural Statistics Research Institute (IASRI) and National Centre for Agricultural Economics and Policy Research (NCAER); a Visiting Professor, and a Director of the Board of Institute of Social & Economic Change (ISEC).
He currently serves as a Director on the Boards of Public Affairs Centre (PAC) and National Institute for Rural Banking (NIRB), both in Bangalore.

Mr. P P Madappa
Former Director

Mr Madappa is one of the co-founders of PAF and was its Director since the Foundation's inception in 2003, till 2017. He is also the co-founder of Public Affairs Centre (PAC) Bangalore, a non-profit think tank known nationally and internationally for its work on governance and public accountability.

He holds an Honours Bachelors Degree in Agriculture, followed by a Masters Degree in Agricultural Economics, from Karnataka University, Dharwar, and an MBA from the Indian Institute of Management, Ahmedabad. His rich and varied experience in both private and public sector organisations encompass leadership roles in domestic and international marketing, strategic management, human resources development, finance, agri-business management, and general management.

As Managing Director of Karnataka Antibiotics & Pharmaceuticals Ltd (KAPL), Bangalore, for eight years from 1986 to 1994, he led the public sector company, from its modest beginnings in 1984, to become a progressively profitable and internationally recognised leader in manufacturing and marketing various high quality life saving, price-controlled essential drugs. Since 2002, Mr Madappa has been serving as a Senior Group Advisor and a Member of the Group Executive Board of the Bangalore based Karle Group of Companies, an organisation with diversified interests in Apparels, Real Estate, Infrastructure Development, Nutraceuticals, and so on.

Mr Madappa also serves as the Chairman of ABC International, Bangalore, a merchant exporter and supplier of food products; a Life Member of the Bangalore Management Association (BMA) and the All India Management Association (AIMA); and a Facilitator for the Foundation For Excellence (FFE), a Trust that nurtures and supports bright but underprivileged students.

Mr. C.K.Sharma
Former Director

Mr Sharma was PAF's Director from 10th October 2010 till 1st April 2015

"CK" as he is known, holds a bachelor’s degree in Chemical Engineering from the Indian Institute of Technology, Madras and a Masters in Business Administration from the Indian Institute of Management, Ahmedabad. His career has spanned a mix of industry, academic, entrepreneurial and consulting exposure in India and many other countries.

In 1976, he co-founded MBA, a well-known market research and consulting company based in Bangalore, which he managed and successfully grew. In 1996, he strategically merged MBA with the Gallup Organisation and ran the joint venture as Gallup India's Managing Director till 2000. He then worked as Gallup's Strategic Consultant, Principal and Regional Director for its consulting group in Asia and the Pacific.  He retired in 2011.

For a brief period in the mid-seventies, Mr Sharma was a Research Fellow with IIM Bangalore. From 1988 through most of the Nineties, he taught Market Research at IIM Ahmedabad. He has been a visiting faculty at a number of other academic institutions and has presented papers at many forums including the Market Research Society of India, the World Association of Polling Research (WAPOR) and the European Society of Market Research (ESOMAR).

Mr Sharma serves as a Director on the Board of Custommerce Service Excellence Foundation, Madras, a non-profit organisation dedicated to catalyzing excellence in customer service in India; Non-Executive Director on the Board of Tube Investments of India - Murugappa Group; Principal Advisor to Ascentiq Pte, Singapore, a full-service research firm which specialises in large-scale consumer and business research; and Director on the Board of Magus Customer Dialog, a company which provides voice and data services enabling organisations to reach out to their customers.

Dr. Ajai Kumar Singh
Former Director

Dr Singh was a Director at PAF from May 2013 to March 2017.

He holds two Masters Degrees - in Political Science from Allahabad University, and in Hindi from Bangalore University - and a Doctorate in Literature from Bangalore University. He is an IPS Officer of the Karnataka cadre (1974 batch) and has held many key positions in the Police Department such as Inspector General of Police (IGP), Intelligence; Commissioner of Police, Bangalore City, and Director General of Police (DGP), CID. After serving as Head of the Karnataka State Police as its Director General & Inspector General of Police (DG&IGP) for two years, he retired in January 2011.

During his career with the Police Department, Dr Singh introduced many people-friendly schemes in policing to ensure public co-operation and participation, thereby enhancing police credibility. Transparency, equality before law, and rule of law have been the key principles he has followed in Police administration. As a leader, he always tried to improve the Department's service delivery by providing an internal environment that motivated, enabled and empowered all levels of the Police hierarchy. He was awarded the President’s Medal for Meritorious Service, and the President’s Medal for Distinguished Service.

Dr Singh has also been conferred with many civilian awards such as Great Son of Karnataka, Vachana Shri, Honorary D Litt (Mangalore University, 2012), and Dr Baba Saheb Ambedkar Award (2012) for his contribution in the field of Administration, by the Department of Social Welfare, Government of Karnataka. Two books of collections of his Hindi poems and his Ph D dissertation have been published.

He is a founding trustee of Ananya, a cultural organisation, and serves on the Board of two NGOs - CMCA (Children’s Movement for Civic Awareness, engaged in encouraging children's involvement in the democratic process and in civic issues), and Charaka (involved in women's' empowerment through handloom activities).
