Mr. Sudhakar Rao
Director & Chairman of the Board

Mr Sudhakar Rao is PAF's Director and Chairman of the Board since November 2015.

Mr Rao has a Master's Degree in Economics from the Delhi School of Economics and a Master's Degree in Public Administration from the Kennedy School of Government, Harvard University. He is an IAS Officer of the Karnataka Cadre (1973 batch) and has held several key positions in both the State and Central Governments. He served in the Union Government as Under Secretary, and later Joint Secretary, Ministry of Power; Deputy Secretary, Department of Economic Affairs, Ministry of Finance; Director, Prime Minister's Office; and as Minister (Economic) in the Embassy of India in Washington DC, USA. He worked in the State Government of Karnataka as Deputy Commissioner & District Magistrate, Shivamogga District; MD, KUIDFC; Principal Secretary (Finance, Home); Principal Secretary to the Chief Minister; Development Commissioner; and as the Chief Secretary for two years till he retired in September 2009.

Following an illustrious career in Government service, Mr Rao served as a Member of the Public Enterprises Selection Board, Government of India and thereafter as an Independent Director on the Boards of several public limited companies such as BSE, CMC, Indian Oil Corporation, L&T Infrastructure Development Projects, and United Spirits. He is currently the Chairman of many well-known organisations - BSE Training Institute, BFSI Sector Skill Council of India, Common Purpose (India Chapter), and CherYsh-India. He is on the Advisory Committees of National Gallery of Modern Art, Bangalore and Bangalore School of Music, and is a Director / Trustee on the Boards of several reputed Bangalore based non-profit organisations such as CMCA, The Teacher Foundation, and Public Affairs Centre.
Mr Sudhakar Rao was conferred the Kannada Rajyotsava Award for Public Service by the Government of Karnataka in 2010.

Dr. (Mrs) Nirmala Murthy
Director

Dr Murthy has been PAF's Director since its inception in 2003.

She holds a Bachelors Degree in statistics from Bombay University, a Masters Degree in Population Sciences from Harvard University, and a Doctorate from Harvard School of Public Health, Massachusetts, USA. She has taught at the Indian Institute of Management - Ahmedabad, and worked at the Massachusetts Institute of Technology, and at Management Sciences for Health, Boston. She has a number of papers and publications related to health policies, programmes and research to her credit.

With over three decades of rich experience, Dr Murthy's expertise is in health management information and evaluation systems, nutrition, reproductive health, maternal and child health, and population projects. She has been a consultant to various large scale projects of State and Central Governments in India, the World Bank, DFID, UNICEF, Ford Foundation, and others, in India, Asia, and Africa.

Since 1989, Dr Murthy has been the Founder and President of the Foundation for Research in Health Systems (FRHS), a non-profit organisation that helps create knowledge sharing networks to enrich the field of health management, provides technical assistance to various health programs around the world, conducts policy and program evaluation, undertakes research studies, establishes health management information systems, and encourages the use of technology to improve delivery of health services in rural areas.

Dr Murthy serves as

  • a Member, Hospital Grading Committee of Brickworks Ratings Pvt Ltd, a well-known credit rating agency that offers Bank Loan, NCD, Commercial paper, MSME ratings and other grading services

  • a Member of SATHI, an organisation that rehabilitates run away children and restores them in their homes

  • a Governing Board member of the Institute of Public Health, Bangalore

Dr. Thelma Narayan
Director

Dr Thelma Narayan is PAF's Director since November 2015.

She has a Degree in Medicine from St John’s Medical College, Bangalore, a Masters Degree in Epidemiology and a Doctorate in Public Health Policy, both from the London School of Hygiene & Tropical Medicine. She is a scholar activist and is deeply committed to public health policy and strategy, and community health education, relief, and training.

Dr Thelma has taught community medicine at St John’s Medical College and has been associated with many non-governmental voluntary agencies and governmental initiatives in planning, training, and evaluation of community health programmes. She is an advisor to various national health initiatives including the National Rural Health Mission and the National Health Systems Resource Centre, and has helped frame public health and primary health care policies of Karnataka and Orissa. Dr Thelma is actively associated with a number of organisations involved in the promotion of public health, the key ones being People’s Health Movement in India, International People’s Health University, Population Commission, Basic Needs India, Caritas International’s AIDS Task Force, and Measurement & Evidence Knowledge Network of the WHO Commission on Social Determinants of Health. She has written extensively on health and has to her credit a large number of reports, publications and papers.
Dr Thelma Narayan is currently the Director, School of Public Health, Equity and Action (SOPHEA) and Secretary, Society for Community Health, Awareness, Research and Action (SOCHARA), Bangalore.

Dr. N Suresh
Director

Dr N Suresh is PAF's Director since March 2017.

He is a Graduate in Commerce from Bangalore University, a Fellow Member of the Institute of Chartered Accountants of India, and holds a Doctorate in Taxation. As a well-known, practicing chartered accountant, he is considered an authority in Taxation, Non-government and Non-profit organisations (NGOs / NPOs), the Foreign Contribution Regulation Act (FCRA), and many more.

Dr Suresh has authored several books and articles on varied topics relating to corporate laws, accounting, and taxation. He regularly contributes articles to leading Tax magazines, presents papers, addresses seminars and conferences conducted by several professional bodies, study circles, and the Institute of Chartered Accountants of India, and actively participates in public forums.

He is a visiting faculty at the National Academy of Direct Taxes (NADT), Nagpur and the Direct Taxes Regional Training Institutes (DTRTI) in Bangalore and Chennai.
